Position Purpose
To coordinate, plan, and schedule activities required to construct and maintain the gas energy delivery system. Ensure projects are designed, estimated and completed in accordance with company construction standards, and in compliance with State and Federal codes. To assist with project management duties to ensure that projects have timely completion and within acceptable budgetary tolerances. Professionally interact with customers, regulatory authorities, and employees to ensure that the company satisfactorily meets their needs.
Principal Accountabilities
70% Project Planning and Coordination (Construction): Responsible for coordination, planning, and scheduling of projects associated with the construction of the gas distribution system in compliance with Federal Regulations 49 CFR 192, State Regulations PUC 500, and Unitil Operation and Maintenance Procedures. These include customer driven projects, system expansion projects and distribution system improvement projects. These responsibilities include:
- Field design.
- Prepare cost estimates
- Prepare construction planners for projects including material requirements and street opening permits.
- Provide field crews with technical assistance and collaboration on an as needed basis.
- Prepare authorizations.
- Collaborating with engineering during design and construction phases for individual projects.
- Collaborate with purchasing and stores on procurement and delivery time tables to ensure that material is available in order to meet construction need dates.
- Utilizes scheduling, tracking, and reporting mechanisms to ensure the timely and cost effective completion of budgeted projects and associated expenditures.
- Complete as-built drawings and associated project paperwork to ensure accurate and timely job closeout.
- Work with City Public Works and Engineering Departments on Unitil proposed construction projects to ensure cooperation with permits, scheduling and potential conflicts.
- Work with City Public Works and Engineering Departments on regarding their own construction and resurfacing projects that might impact our gas distribution system.
20% Project Planning and Coordination (Maintenance): Assist supervisory personnel with the coordination and planning of gas system maintenance activities to ensure public safety and compliance with Federal Regulations 49 CFR, State Regulations PUC 500, and Unitil’s Operation and Maintenance Procedures. These responsibilities include:
- System Gas Leak Repair (Emergency and Scheduled)
- Valve inspection programs
- Service line inspection programs
- Service abandonment program
- Distribution system remediation programs
- Damage Prevention program
10% Training: Assist in the development and administration of training programs to ensure that gas system employees are qualified to perform duties safely and effectively, and in compliance with State and Federal Regulations. These responsibilities include Operator Qualification, Pipe Joining, and Street Restoration.
As Needed Capitalizes on unplanned opportunities and responds to unforeseen situations; undertakes and completes assignments and special projects as assigned by management. Collaborates with other personnel within the Operations group and provides assistance and auxiliary support in their absence
Qualifications
• Associates Degree or equivalent work experience.
• 3 years of related field experience.
• Must accept supervisory standby on rotation basis.
• Must reside within a specified geographic area and be available for duties during times of system emergencies.
• Must maintain a valid commercial driver’s license.
• Must be able to obtain Operator Qualification (O.Q.) certification based upon the requirements set forth in D.O.T. 49 CFR 192, Subpart N
